Windsor Severance Fire Rescue Community,

While the smoke continues to cloud our air and wreak havoc on our allergies and air quality, WSFR firefighters continue to work on the Cameron Peak fire. We are currently working to see if we have the staffing to swap out our crew who come Monday will have been working on the fire for 14 days. The Incident Management Team handling the incident and those on the ground fighting this complex fire continue to do their best. It is not expected to be extinguished for possibly another month, so we may be in store for more smokey conditions given the warm weather and dry conditions forecasted.

What is not clouded by smoke is the action the Windsor Severance Fire Rescue Board of Directors took at its meeting last week. The board members have taken their sworn duty as elected officials to provide sustainable fire and emergency services to our 100 square mile fire district seriously. While not an action that was taken lightly, the Board has officially referred a measure to District voters to help stabilize funding for WSFR. The WSFR measure will appear as “Ballot Issue A” on an independent ballot that will arrive in the mail separately from the County’s General Election Ballot.

WSFR Ballot Issue A addresses allowing changes in revenue because of the possible reduction in the residential assessment rate and how the 1982 Gallagher Amendment plays into the funding formula. The Gallagher Amendment is best explained in this short video https://youtu.be/8q_nllP5yRw from the Colorado State Fire Chiefs. In 1982, all homes were taxed at 29 percent of their actual values. The Gallagher Amendment required that there would always be a 45 percent Residential and 55 percent non-residential split in property tax collections in Colorado. Due to the number of homes and value of residential property outpacing commercial properties over the last four decades, the residential assessment rate has dropped from 29 percent in 1982 to 7.15 percent today. Current estimates suggest that the residential assessment rate could be further reduced in 2022.

The WSFR Board of Directors recently unanimously approved Resolution 2020-08 to support WSFR Ballot Issue A as part of their fiduciary responsibilities. The District has also prepared the attached fact sheet on Ballot Issue A.

WSFR Ballot Issue A ONLY pertains to your Fire and EMS services here in Windsor and Severance. You may also hear about a statewide initiative on the General Election Ballot called Proposition B. This also deals with the Gallagher Amendment and, if it passes, would apply to every local government in Colorado.

I can assure you that WSFR is working daily to assure we are meeting our current and future needs with the utmost respect and appreciation for the tax revenue we are entrusted with. We have a very critical job providing you with emergency services 24 hours a day, seven days a week, 365 days a year.

On the family front, Cami was one of the 51 high school kids who was recently exposed to the Corona Virus and is going to school from home for the next 14 days. Kristy is not happy with the constant smell of smoke in the air. I guess being a firefighter for so long I cannot even smell what she is talking about. We had a great time with family in town from Chicago. Warning, I think when when my brother-in-law retires from the fire department he and his family will be retiring here!
